From biotech quality assurance to city mayor to quantum cybersecurity consultant, Farrah N. Khan has seen the world of business and technology from both public and private perspectives, and along the way, she has made it her mission to ensure that the doors she opened stay open for others.

A career built on breadth

When getting to know Khan, she says that she’s: “a mum, former Mayor for the City of Irvine, a collaborator, and community builder.”

That simple description belies a wealth of knowledge and experience. Growing up in the San Francisco Bay Area, Khan worked in biotech quality assurance and regulatory affairs, co-ran a small business with her husband, led an interfaith nonprofit as Executive Director, and then stepped into elected office – first as a Councilmember, then as a two-term Mayor of Irvine, California. Today, she consults for large corporations and local nonprofits, specialising in business development and government affairs, with a particular focus on quantum security.

The Mayor of Irvine: lessons in leadership

Serving as mayor of one of California’s largest cities – during a period that included a global pandemic and sustained economic turbulence – Khan said her clearest lesson from that time is that genuine leadership is inseparable from the people it affects.

“One of the core principles I carried throughout my time in office, and continue to emphasise, is that inclusive leadership leads to sustainable outcomes. You have to listen deeply, engage diverse voices, and make decisions that reflect the lived experiences of the community. That’s how you build trust – and trust is essential when navigating complexity.”

This is a sentiment that she also carries over into the personal aspect of leadership.”You cannot pour into others if you’re running on empty,” she said. “Strength isn’t just about endurance; it’s about knowing when to pause, reflect, and recalibrate.”

Protecting time for family, faith, and wellness is something Khan now advocates for with the same conviction she once brought to her role as mayor.

Navigating bias in public life

As a Muslim woman of colour in a prominent elected role, Khan encountered moments of bias, misconception, lies, and being underestimated. But she knew being true to herself was a valuable asset because her conduct reflected not just on herself but on her entire community.

“I didn’t try to change who I was to fit a mould. I led with my values: integrity, inclusion, and a deep commitment to serving every resident. Over time, people respond to authenticity and consistency. That’s how trust is built.”

For Khan, coalition-building “isn’t just a strategy; it’s a necessity.” She understands that when shared values are the heart of a conversation, labels lose their grip, and she is proud of the bridges she built across different communities during her time in office; bridges that not only crossed business, but also personal shores.

“Representation isn’t just about being seen, it’s about being recognised as capable, credible, and worthy of leadership,” she said. The goal for Khan is not to remain an exception but to become part of a broader, expected norm – until diverse leadership no longer needs a headline. It’s simply a part of normal working life.

From mayor to quantum security

“Irvine is uniquely positioned at the intersection of higher education, entrepreneurship, and advanced industries,” said Khan, and during her time in office, she worked closely with startups, research institutions, and global companies across biotech, artificial intelligence, and clean technology. She understood, early, where the gaps between policy and emerging technology were forming.

“My transition from public office into the private sector wasn’t a departure; it was a continuation of the same mission, just through a different lens,” she said.

Her role at Quantum eMotion means that she is “at the forefront of one of the most pressing challenges we’re facing: securing our digital future in the era of quantum computing.”

Protecting financial systems, healthcare data, and government networks at a time when quantum computing will render current encryption methods vulnerable means that the stakes have never been higher. “The conversation is shifting from ‘if’ to ‘when,’ and organisations that aren’t preparing now risk being left vulnerable.”

In Khan’s role, she bridges the gap between highly specialised technology and the governments, institutions, and industries that need to understand, trust, and implement it. She says that requires exactly the kind of “policy-informed, people-centred perspective to innovation” that public service develops.

Progress, gaps, and the broken rung

When discussing the data behind diversity, Khan notes that women currently make up roughly 27-28% of the technology workforce in the US, which is “a meaningful increase over time, but still far from parity.” At the C-suite level, that figure sits at around 29% across tech overall, but for highly technical roles such as Chief Technology Officer, the number drops closer to 15-16%.

“That tells you something important: the challenge isn’t just entry, it’s advancement and retention.” She points to the ‘broken rung’ – the moment at which women are less likely to be promoted into that first level of management – as a compounding problem that negatively shapes the entire pipeline above it.

However, she is encouraged by what she observes in emerging fields. Through Quantum eMotion’s Women in Tech Symposiums, Khan has seen first-hand both the appetite for change and the growing ecosystem of women investing in one another. “Women are no longer waiting to be invited into existing spaces. We’re leading companies, shaping industries, and building new tables altogether.”

Why diverse teams build better technology

For Khan, diversity in tech is not primarily moral – though she believes it is that too – it is practical. In cybersecurity and AI, a missing perspective is a vulnerability. Bias in algorithms, gaps in threat modelling, and products that fail entire populations are the direct result of narrow teams making decisions in isolation.

“Diverse voices in tech aren’t just ‘nice to have,’ they’re essential to building better, safer, and more impactful innovation.”

In leadership, venture capital, and the fastest-growing technical disciplines, “who gets funded and who doesn’t is still heavily influenced by networks and pattern recognition that often overlook women and underrepresented founders.” Khan believes that the solution requires moving from stated intention to measurable accountability in hiring, in promotion, and in who sits on investment committees.

Advice for the next generation

Khan wants young women and girls to know that the industry is for them, even when the evidence around them suggests otherwise.

“Don’t self-select out. Too often, women and girls talk themselves out of opportunities before they even try, whether it’s applying for a role, speaking up in a room, or pursuing a technical field. Confidence doesn’t come first; it grows through action. Take the step anyway.” She also pushes back against the idea that belonging in tech means being an engineer. The field needs communicators, problem solvers, and leaders as much as it needs engineers. “Your lived experience gives you insight that no one else has, and that perspective can shape better, more inclusive solutions.

“You don’t need to fit a mould to belong in tech or any industry. You can define your own path and, in doing so, help reshape the space for those who come after you.”
